The VICINI Saga

VICINI is the oldest company of the D.R, starting with the exploitation of sugar cane, and in the latter end of the XIX Century, and with time, it has moved to the semovience of evolving demands to diverse investments that contribute to promoting national development.

It is possible to appreciate the VICINI saga in the recent days when the consortium representative, Juan Vicini Lluberes, whom presides the Fundación Desarrollo Fronterizo (Fundefro) (*Border Development Foundation), inaugurated featuring the presence of president Leonel Fernández, an auspicious project of border development, on the 4th this month in Elías Piña, the most impoverished province in the country, followed by El Seibo.

Macasías was the venue for the commencement of this laudable project, whose purpose is to rescue the border strip from oblivion and misery, leaving it forgotten ever since the Generalissimo Trujillo built the Anacaona Villas, Mariano Cestero, Guayajayuco and others, and that no other government, till now, had followed up as border protection to the pacific Haitian invasions whom dangerously overflow us today by over two million nationals from that country, a fifth column that undermines the territorial and juridical integrity of the DR.

VICINI is also partner with EGE-Haina, and will inaugurate on the 11th an ambitious wind energy project featuring an investment of USD$100M, to produce clean energy by 8.25 megas, with capacity to light 80,000 homes and save 200 thousand barrels of crude oil.

Felipe Vicini represented the Group in this memorable act, that the country hopes will be imitated for other economic reasons, in the manner that it increases the availability of clean energy at a much lesser cost than fossil energy.

First Wind Park Inaugurated in the Dominican Republic Will Provide 25 Megawatts

In the presence of President Leonel Fernández, the Haina Electricity Generating Company (EGE Haina) yesterday inaugurated in the community of Juancho of this province, the first phase of the wind park Los Cocos, with an investment exceeding US$100 million.

First Wind Park inaugurated in the Dominican Republic by Vicini EGE Haina

The Dominican Republic will continue diversifying its energy matrix.

This wind park is the first one built in the Dominican Republic and will add approximately 25 megawatts to the energy national system; it will also benefit more than 80 thousand homes with clean energy.

The project includes 14 air generators, installed in 343 hectares and, among other things, has a transformation substation and a high voltage line.

During the ceremony, the wind park Quilvio Cabrera was also inaugurated, which will provide 8.25 megawatts to the system; this will save the country the annual import of 45,000 barrels of oil, and will avoid pollution emissions to the atmosphere of over 11,000 tons of CO2.

At the end of the ceremony, which was attended by officials and entrepreneurs, Fernández stated that both projects are historical, since they will help the country become less dependent on fossil fuels, which is presently the global norm.

“This civilization has been sustained using fossil fuels, but this has made the planet less sustainable. Today, the search is for sustainable development in harmony with nature, one that allows the economy to continue growing and with greater development”, he stated.

Leonel Fernández believes that energy necessary for development should rely less and less on the emission of carbon dioxide.

When asked, President Fernández was confident that the country will continue diversifying its energy matrix, as is the hope of all developing nations.

He gave assurances that the national economy will continue to grow, which in time will allow an increase in the demand for renewable energy.

On his part, the president of Ege Haina, Edgar Pichardo, in his speech, stated that the wind park Los Cocos will save the country every year the import of 200 thousand barrels of oil and in turn will prevent pollution emission to the atmosphere of over 70 thousand tons of CO2.

In turn, Ege Haina´s general manager, Tito Sanjurio, emphasized that with these parks, the country occupies the first place in the Caribbean and seventh in Latin America. He added that next year Los Cocos will provide to the system an additional 77 megawatts, after completion of the second phase. He thanked the support received from the government which helped the projects become a reality.

270 Megawatts More

The president of the National Energy Commission (CNE), Enrique Ramírez, in his speech commented that by 2013 the Dominican Republic will have an additional 270 megawatts generated by wind, sun, and biomass, which will provide 7% to the national energy system.

He added that next year 50 megawatts of wind energy will be installed in the province of Montecristi and 30 more in Peravia, Baní.

“Wind energy in the country will represent 156 megawatts between 2012 and 2013, which will make the country the first nation in Latin America to have the highest renewable energy per inhabitant”, stated Ramírez.

Felipe Vicini Commends CNE

For the support received from the official sector, Felipe Vicini, shareholder of Ege Haina, delivered an award to CNE´s president, Enrique Ramírez, for his commitment to the conversion of the Dominican energy matrix and his support to the project. In its first phase, it will provide 33 megawatts of electricity to the country, and it has cost US$100 million.

The wind farm Los Cocos and Quilvio Cabrera is a milestone in this country, and has 19 windmills that are 125 meters high (over 400 feet), which is higher than the Acropolis building in Santo Domingo.

The wind farm means a savings of 700,000 barrels of oil each year and 1,700 tons less of CO2 in the environment.

Tito Sanjurio, the general manager of Ege-Haina, said that the energy park will transform the area into a new tourist pole, besides allowing for an important savings of fuel.

“We are making history in the Dominican Republic. Wind energy is now a reality. And I really feel identified with the project, since it was the first contract that I signed when I arrived and the National Energy Commission in 2009,” said Enrique Ramirez.

He said that without any doubt this will be the first of many wind farms, and that the country will benefit by savings of some US$20 million less in imported oil each year.

The investment in the wind farms of Los Cocos and Quilvio Cabrera, in Juancho, was made by the Haina electricity Generating Company (Ege-Haina) and the Punta Cana-Macao Energy Consortium (CEPM).

“These wind parks are a transcendental event for the country, since they mark the starting point for large investments in the sector or renewable energy.

With the project, the CNE shows that the incentives for this type of investments are working, so that we expect that the project continue to arrive in the country. In the second stage of the Quilvio Cabrera park, which will be inaugurated today by President Fernandez, they expect to produce 83 megawatts.

Electricity networks:

Yesterday Ede – Sur and Ege-Haina signed an agreement, with an investment of US$3.2 million for the repair of the power lines in Los Cocos, Juancho, Villa Esperanza and Oviedo, all of which are near the wind farm and have over 3,100 electricity consumers.

The agreement was signed by Marcelo Silva, the manager of Ede-Sur, Tito Sanjurio of Ege-Haina in the presence of Celso Marranzini, the vice-president of the CDEEE.

Marranzini said that the electricity project, which had been called for by social organizations in the area, will improve the quality of life for thousands of inhabitants and serves as a push for the agro-businesses, commerce and tourism.

Pushing for Clean Energy

The nation has taken a very important step in the process of substituting the use of crude oil derivative fuels for electric energy generation. The operational debut of the eolic parks Los Cocos and Quilvio Cabrera, in Juancho, Pedernales, will generate altogether 33MW, thus materializing one of the projects for developing clean energy, as part of a savings policy and preserving the quality of the environment.

The initiative of the Punta Cana and EGE-Haina consortiums, of investing USD$100m, allows the appreciation in the practice the technical viability of this type of projects.

The increase in crude oil prices and the degradation of the environment due to the accumulation of greenhouse gases coming from the combustion of crude oil derivatives and other sources, have forced mankind to seek alternatives that counteract the economic and ecologic damages.

So, generating wind-based electricity is one of the alternatives seriously being considered for countries such as ours, with wind fluxes that are advantageous for said purposes.

The bottom line must be to strongly stimulate all investment aimed to creating energy sources by renewable and minimum pollution-causing means.

UASD needs more efficiency

In order to service their total quorum of 185,000 students, the Autonomous University of Santo Domingo (UASD) would need to double their current total teaching staff, which is 2,770. But at the same time they need to improve their academic rigor, for themselves as well as students. The application of student and professorial suspension must be an instrument under administrative efficiency.

The commitment on behalf of the academia must not only be to improve their financial situation, making sure to allocate more resources, but fundamentally seek an efficient use of the available financial resources. The Government must keep in mind the necessity that UASD can register as many students as possible, but needs to establish a firm commitment on behalf of its authorities of working full-time when seeking academic and administrative excellence.
